New Delhi, June 4: In a significant legislative development, President Droupadi Murmu has promulgated a new regulation on June 3, 2025 amending the Jammu and Kashmir Reservation Act, 2004. According to the Gazette Notification issued by the Ministry of Law and Justice, the amendment specifies that the total percentage of reservations in Jammu and Kashmir shall not exceed 85%, excluding the reservation provisioned for Economically Weaker Sections (EWS).
This regulation aims to rationalize and codify the reservation structure across the Union Territory while ensuring alignment with constitutional provisions.
Simultaneously, the President has also issued the Union Territory of Ladakh Reservation (Amendment) Regulation, 2025, which will be applicable throughout Ladakh. This regulation similarly governs the total permissible percentage of reservations within the UT.
In another key move, President Murmu has promulgated a regulation to amend the Ladakh Autonomous Hill Development Councils Act, 1997. As per the amended provision, not less than one-third of the total number of seats in the Hill Development Councils shall be reserved for women. These reserved seats will be rotated among different territorial constituencies, ensuring greater gender inclusion and representation at the grassroots level.
The new regulation will be titled the Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025.
These regulations reflect a continued effort by the Union Government to streamline reservation laws and enhance democratic participation in the Union Territories of Jammu & Kashmir and Ladakh.
