The four government officials were responsible for validating the specifications, recommending purchases, and releasing payments, while the private trader supplied the microscopes and benefited directly from the inflated rates.

As per the ACB’s charge sheet, the lecturers acted as technical experts and gave false certification for unsuitable microscopes. The officers approved the deal in violation of norms, and the supplier executed the order despite knowing the equipment was unfit.

Court’s Judgment and Sentencing

  • 2 years of simple imprisonment for corruption under the Prevention of Corruption Act

  • A fine of ₹25,000 each was imposed on the government officials
  • A fine of ₹1,00,000 was imposed on the supplier, Jaswinder Singh Manocha
  • In case of default in fine payment, each will undergo an additional 3 months of simple imprisonment
