In a significant administrative decision, the Government of Jammu & Kashmir’s School Education Department has granted approval for the re-engagement of 550 Subject Specific Teachers under the RMSA (now Samagra Shiksha) scheme for the academic session 2025–26.
As per the official communication (No. Edu-GEN/611/2024-01-(7593888)) issued on 04.07.2025, the engagement pertains to upgraded high schools across the Union Territory. The selection process will involve screening of eligible candidates before fresh engagement orders are issued.
The move comes in reference to earlier communications, including:
- Letter No. DSEK/Estt-1/1419 dated 06.05.2025,
- EDU/PD/SmS/TE/1100-02/2025-26,
- And a High Court order dated 27.04.2021 in the case of Mudasir Ahmad Malik & Others vs Union of India & Others.
However, the letter issued by Peer Lahid Ahmad (JKAS), Deputy Secretary to the Government, clearly states:
“This engagement will not confer any right of regularization on the post to these selectees.”
This clause ensures that the temporary nature of the posts is maintained, addressing legal and administrative clarity.
The decision, approved by the Competent Authority, is being seen as a crucial interim measure to maintain teaching standards while the long-term policy on RMSA teachers is awaited.
